I have a question for you.
I don’t know the direction of the machine hooks of the extension spring, so could you please tell me? When I asked the owner of the spring shop in town, they said that if the number of active coils is 8 or 9, the hooks would be in the same direction, and if they were 8.5 or 9.5, they would be in the opposite direction. I heard from another place that the hook can be oriented in either direction regardless of the number of coils. Is there a relationship between the number of active coils and the direction of the hooks?

As the spring shop’s owner said, when the number of coils is ○.5, the hooks’ direction is half machine hooks. (And machine hooks if the number of coils is ○.0).
There is no problem in producing springs with hooks in either direction, but if you want to use the springs with half machine hooks, the number of coils will always be ○.5.
Therefore, the number of active coils and the direction of the hooks are related!
